This housing stability public interest video is part of a larger storytelling series created for Multnomah County in support of the Move-In Multnomah initiative. The program works to accelerate housing placements by partnering with landlords, property owners, and developers. Together, these partnerships help open doors for people transitioning out of homelessness.
Rather than focusing on policy alone, the campaign centers on people. Each story highlights how local action and shared responsibility can lead to stable, permanent housing.
A Landlord’s Perspective on Housing Access
This particular spot features Kevin Cavanaugh, a longtime Portland property owner and the steward behind Jolene’s First Cousin. He is also the founder of Guerrilla Development, a local real estate development firm rooted in Portland. Through Move-In Multnomah, Kevin chose to dedicate the building to affordable housing. As a result, his story offers a grounded look at what it means for landlords and developers to step forward and take part in the solution.
Instead of framing housing access as abstract or distant, the film focuses on motivation and lived experience. In doing so, it reframes housing stability as a shared effort built on trust, long-term commitment, and local leadership.
Local Action with Regional Impact
Filmed with a documentary-first approach, the piece centers on Kevin’s experience while also reflecting broader housing realities in Portland. Along the way, residents, property owners, and county partners each play a role in shaping the outcome.
This project was one of many videos produced for Multnomah County as part of the Move-In Multnomah series. Together, the films present perspectives from landlords, developers, and residents. Ultimately, they illustrate how collaboration at the local level can reshape the path to housing stability across the region.
